urban growth areas

Under Washington State’s Growth Management Act (GMA), Counties are required to designate Urban Growth Areas (UGAs) to direct development to areas where public services and infrastructure can be efficiently provided. UGAs must include land sufficient to accommodate projected population and employment growth over a 20-year planning horizon. The process involves demographic forecasting, land capacity analysis, and coordination with cities to ensure adequate land supply for housing, commerce, and services. UGAs are used to limit urban sprawl, protect rural and natural resource lands, and support compact, efficient development patterns consistent with local comprehensive plans and regional strategies.
